CITY OF SHREVEPORT REGRANT  

ARTIST MINI-GRANT GUIDELINES 

SRAC encourages professional artists residing in the City of Shreveport to apply for a $1,500 grant to produce, present, promote, or support the Arts in a manner that forwards the art form and serves the community. 

Individual Artist Mini-Grants are designed to encourage artistic development and experimentation, to support the realization of specific artistic ideas, and to recognize the significant contribution artists make to the creative environment of our city.  

All applicants must be actively listed on the Culturalyst Northwest Louisiana Artist Directory (nwla.culturalyst.com/) at the time of submission. All questions should be directed to karen@shrevearts.org.

Applications are received and grants announced within 30 days of

receipt by SRAC. Applications must be submitted 30 days in advance of travel plans.

ELIGIBILITY: 

Professional or emerging professional artists residing in the city limits of Shreveport are eligible to apply. Professionalism will be determined through the selection criteria. Only individual artists may apply. Applications from artist teams are ineligible; however, the applicant may include other artists in the request. An artist may submit one application for the mini-grant process. 

GRANT AMOUNTS: 

SRAC will award $1,500 grants to individual artists based on funding available. Proposals must reflect at least a $2200 project budget ($1,500 award/$750 match) total. The project budget may be greater than $1,500.  80% is disbursed when the grant is awarded and 20% is discussed upon completion of the final report. 

Grant amounts must be matched by documented in-kind donations or cash equaling 50% or ($750) of grant award. Applicants must provide documentation of an in-kind donation, the nature of the service, and the value of the service. In-kind contributions cannot be donations of time or Artist services; in-kind donations must be supported by documented values.

GRANTING PERIOD: 

Applications for Arts programming should occur between August 1, 2025, to July 31, 2026. 

SELECTION: 

SRAC will fund projects, which develop, promote, present, produce and/or service the arts field. If applying for a project, the proposal must show an impact on a defined segment of the community and should be inclusive of under-served populations. The applicant may choose to service the arts community; however, the application should clearly define how artists will access the services and how they will be informed about the opportunities. Only projects recommended for funding will be awarded. Partial funding will not be granted.

SRAC DOES NOT FUND: 

● Acquisitions [of work, subscriptions, reference materials (i.e., "I need $1,500 to purchase books, videos, and magazines to start an artist's library;” or "I want to buy a work of art.")

● Creation of art works for sale or for donation to fund-raisers, charities, etc. [i.e., "I need $1,500 to create five works to donate to the Philadelphia Center auction."] 

● Creation of art works for private use [i.e., "I need $1,500 to paint a mural on my mom’s fence."]

● Scholarships [i.e., "I need $1,500 to go to England to study under a world authority on Edmund Spenser." 

● Capital Funds [i.e., "I need $1,500 to purchase a kiln for my studio."] 

● Permanent Equipment [i.e., "I need a computer, digital camera, stereo, VCR, etc."] 

● Children and/or College Students [i.e., "I'm graduating next semester, but I'm really good!"] 

EVALUATION CRITERIA: 

The individual's stated project and resume will be considered together with the quality of his/her work, as evidenced in the sample of work on the NWLA Artist Directory. The following criteria will be used to evaluate Individual Artist Mini-Grant applications: 

Evidence of regular professional activity as reflected in the artist's career summary 25%Consistent level of quality in the artist’s work as evidenced by support material 25%Artistic merit of the project 25%Impact of the proposed project on the artist's career and benefiting the community. 25%

FINAL REPORT:  

SRAC grant recipients shall submit a Final Report, consisting of a full accounting of all grant income and expenditures, along with a written report and evaluation of the complete project/ services to SRAC no later than July 31, 2026. Recipients must give a detailed description of all activities. Copies of promotional materials and newspaper accounts, photos of the event in progress, programs, newspaper articles, and/or other written evidence that the project actually took place should be included with the final report. Front and back copies of checks, along with invoices, contracts, receipts, and other support documentation totaling the award and match are required as a part of the final report. The applicant should also submit documentation from providers of in-kind support that the support was given and the value of the service provided. Upon approval of the final report, the grantee will receive the final 20% of funds. 

*PUBLIC ACKNOWLEDGEMENT: 

Each grantee must give credit for grant-supported activities in all printed and broadcast promotion, publicity, advertising, and printed programs by including a copy of SRAC and the City of Shreveport’s current logo and the following credit line: "Supported by a grant from the Shreveport Regional Arts Council, with funds from the City of Shreveport.  

As part of the mandatory site visits associated with grants, you must invite the Grants Officer to the event via email between one month to two weeks prior to the event. 

SRAC ASSISTANCE: 

A. Technical Assistance: Applicants may request assistance in the review and revision of the grant. SRAC cannot write grants for applicants. Applicants interested in technical assistance should call 318-673-6500 or email karen@shrevearts.org for an appointment between May 1, 2025, to June 24, 2025, by 4pm. Assistance may not be available after June 24, 2025.

B. COMPUTER: Applicants may use the computers in the Artist Resource Room at the Central ARTSTATION during regular business hours to complete their applications.  

GRANTS REVIEW PROCEDURE 

PANEL COMPOSITION:  

The Grant Review Panel is a diverse group of individuals reflective of the area’s ethnic, demographic, artistic and community diversity. In addition, the Shreveport Regional Arts Council appoints Panel members that demonstrate specific skills or expertise in the determination of artistic criteria, administrative and budgeting areas, and/or community outreach areas of the evaluation of the applications.  

REVIEW PROCESS:  

SRAC Regrant Applications will be reviewed by an advisory panel at the Shreveport Regional Arts Council. Applicants are encouraged to attend the Panel review, as they may be asked questions regarding their application. The purpose of the questions is to clarify concerns, questions, or points of confusion about the application for the panelists. The panel review is open to the public. Panel date will be July 31, 2025.

APPEALS PROCESS:  

Any applicant who disputes the decisions of the Panel, regarding his or her grant application on any issue other than artistic quality or merit, may appeal the decision of the Panel within ten days of written notification of the application results. 

Appeals must contain a justification, indicating that actions of the Advisory Panel, staff, or SRAC Board were based on insufficient or incorrect information, resulting from something other than the fault of the applicant. Written requests for re-evaluation should be directed to the Executive Director of SRAC. 

An Appeal requires a majority vote of the SRAC Board to change the previous recommendation. The Board will review the information and either approve or reject the application, based on the review criteria. Funding will then be amended appropriately. 

RETENTION OF RECORDS:  

SRAC or any duly authorized representatives shall have access to any books, documents, papers, and records pertaining to accounting for funds expended under the terms and conditions of this grant for the purpose of making audit, examination, excerpts, and transcripts. Grantee's records shall be retained for three years from the date of submission for the final expenditure report, or until an audit finding the involved records has been resolved, whichever is the longer period. 

COMPLIANCE WITH STATE AND FEDERAL LAWS: 

When accepting a grant approved by SRAC, grantees are required to comply with all state laws applicable to SRAC's grant program and those federal laws required by the National Endowment for the Arts (NEA) summarized as follows: 

1) Title VI of the Civil Rights Act of 1964, Section of the Rehabilitation Act of 1973 and, where applicable, Title IX of the Education Amendments of 1972. Title VI and Section 504 bar discrimination on the basis of race, color, national origin, or personal handicap in federally assisted projects. Title IX  prohibits discrimination on the basis of sex in federally assisted education programs and activities. 2) Part 505, Chapter V of Title 29 of the Code of Federal Regulations, which specifies that organizations must compensate all professional personnel, laborers and mechanics on Arts Endowment-supported projects in accordance with applicable labor standards as recognized by the  appropriate union and that no part of any project or production will be performed or engaged in  under working conditions which are unsanitary, hazardous or dangerous to the health and safety of  those engaged in such activities. 

PENALTIES: 

Grant recipients should make note that if SRAC determines a grantee fails or has failed to comply  with the terms and/or conditions set forth in SRAC's Grant Agreement, a grantee shall become  ineligible to receive any remaining payments under such SRAC Grant Agreements and/or make the  grantee ineligible to receive any new grants from SRAC during the first complete grant year following  the determination of non-compliance. Subsequent failure of a grantee to meet the Council's requirements for the timely and appropriate resolution of non-compliance findings and recommendations shall result in legal action and that grantee shall thereafter become ineligible to receive future grants from SRAC.
